Sir Philip Ramon, the British Foreign Secretary, is pushing through a bill that would strip political refugees of the protection they've long found in England. In response, a mysterious group calling themselves the Four Just Men send him a public warning: abandon the bill by a set date, or be killed. Despite round-the-clock police protection and the full resources of Scotland Yard, the Four Just Men make no secret of their intentions, turning the novel into a tense countdown as authorities scramble to identify and stop men who consider themselves above the law — but answerable to a higher justice.

The novel is built around the tension between formal law and vigilante justice: the Four Just Men operate as judge, jury, and executioner, convinced that official channels fail to punish the truly guilty. It also engages with contemporary anxieties over immigration, asylum, and extradition policy, and pokes at the limits of police competence when confronted with adversaries who plan openly and precisely. About the Author

Edgar Wallace (1875–1932) was a British writer born into poverty in Greenwich, London, the illegitimate son of two actors. He left school at twelve, joined the army, and later worked as a war correspondent during the Second Boer War before turning to fiction to pay off his debts. He became one of the most prolific and popular authors of his era, and in his final years moved to Hollywood, where he worked as a screenwriter until his sudden death in 1932.
